Actually it's simple: Select text, change window, middle-click. However I don't know why PRIMARY didn't work on your system I just want to say that applications based on old widget sets (like athena or motif) could altered the bindings for owning PRIMARY via a "translations X-resource". But many modern applications based on QT, GTK, whatever often just hardcode their keybindings. For a mouse-aware Ncurses program — e.g. Midnight Commander —eventually you can also try Shift+MouseSelection.
