I've seen the same thing. Depending on the system I either move partitions around or run sysupgrade -n and delete /usr/share/{X11R6,bin,games,include,lib,libdata,libexec,sbin,share} before rebooting, which has obvious risks.

I guess you could newfs the /usr partition as well if you followed the standard partitioning scheme, but I haven't tried it.
