Only ixl3 exhibits this behaviour, ixl0-2 seems fine.

syslog only shows the holdtimer expired.

I can try to upgrade though the timing is really unfortunate as my second
OpenBSD router (same version, same hardware) is under maintenance :D

I'm curious if a snapshot from Sept 18 or before shows this issue.
I have a machine that runs properly for just a minute or two before an ixl
interface fails to communicate.  I have no idea what OACTIVE is indicating,
but my machine (running an older snapshot) does not show this and works
fine, my machine running snapshots Sept 28 fails and later.  (unfortunately,
there is a gap in the amd64 snapshots between Sept 18 and Sept 28, so I
can't narrow it down more).

I submitted a bug report earlier today.
