I was in a similar boat and a mirror close-by (Switzerland) still got 7.6:
https://mirror.ungleich.ch/mirror/openbsd/7.6
You would have to - at least temporally - change to that mirror (man
installur, /etc/installurl)
Of course you may find a mirror closer to you.
