I'd disagree. On the one hand you can absolutely saturate the performance of a modern system using OpenBSD with several types of workloads including routing / firewalling. Also there is more than raw hardware performance as a justification for running software on bare metal.
There is also exceedingly "slow" modern hardware available.

I have run OpenBSD on both kvm and xen in production as Internet firewalls for something like 2 decades now. I have nothing exciting to report.
