You can work around this by: Run "sysupgrade -n" to download and verify the sets to /home/_sysupgrade. Remove the sets you do not want from /home/_sysupgrade. Shutdown and reboot to have sysupgrade continue. Or alternately just download bsd.rd to /, boot to it and do manual upgrade.
