Any reason you do not simply do this within the proxy itself? Most modern proxy daemons have the ability to rate limit their streams as well as overall bandwidth. A quick google on howto do this in the popular squid: http://www.squid-cache.org/Doc/FAQ/FAQ-19.html#ss19.8
