sshd is enabled by default.  There is no need to override it in
rc.conf.local if you choose yes.  rc.conf will remain the same no matter
what you choose.

It matches the majority of defaults in /etc/rc.conf.  Only sshd_flags
and spamlogd_flags use '=""' rather than '='.
