In my experience, yes. In most cases a package, although there exist
some ports that can't be packaged for redistribution because of
licensing IIRC.

I can't find p5-Convert-BinHex-1.119 in either packages or ports.
p5-MIME-tools-5.420 has the same dependency.

Make sure you're not mixing up release versions and or stable/current stuff.

I do see the p5-Convert-BinHex package in the snapshots package
directory, but not under the 4.0 directory.
