See /etc/sudoers.

No, read the manuals for 'visudo' and 'sudoers'.  The visudo command
gives you a copy of /etc/sudoers to edit and then performs sanity
checks on it before installing it as /etc/sudoers when your done.
Don't touch /etc/sudoers directly.
