The easy way to find the answer to that question is to check the size
and dates of the archives on the ftp site compared with what you have
already.  The answer is fairly obvious.

just whining about how horrible cvs and cvsup are is not going to help
you solve the problem.  A little FAQ browsing will tell you the rather
obvious answer.

At roughly the same time a new release appears, so do instructions for
upgrading from a previous one (see the web site).  Some manual steps
are usually involved, it's up to you to decide if it's easier to do a
complete reinstall than upgrading and merging your setup.  The
definition of -stable is very easy to find on the web site.
