I actually moved all the other .cf files out of the way
to make sure I was running the right one.

definitely the right cf file above is running.

cat /etc/mail/openbsd-proto2.cf | grep ^DS
DSsmtp.moeisp.net
# Return-Receipt-To: header implies DSN request
# DHParameters (only required if DSA/DH is used)
-----------------------

definitely the DS line is present


Ideas?
