Restart won;t work because of chroot. See

If you kill http with kill -9 it will never cleanup. Use apachectl
stop and then apachectl start for proper restarting. After an
apachectl stop you can check with ipcs -s if there are still
semaphores allocated to www (it happens once in a while they are not
cleaned up up by apache). If so, remove them with ipcrm -s. 

If yo do that , you won't have to increase semmni.
