The way I see it, providing the shells is relatively easy, but keeping your line free of DDoS and other niceties it brings is not worth the effort, especially if your users use IRC and bitch about every second of downtime. Suddenly $10 isn't so much, and it's a lot more than the cheap shell providers cost. Without good relations with your ISP it's not going to be easy to keep your connection at all when the users get nasty.
