It just looks like your Vista laptop does not reply to ICMP requests for some reason. As this is a Windows specific problem, I will not try to solve it. Your tcpdump shows that the laptop uses the router perfectly fine as a gateway to reach the world, i.e. if the laptop responded with an ICMP reply, the reply would end up the right place.
