Are you sure you want to do that? qemu isn't particularly fast, and is
remarkably slow when it comes to disk access. On a vintage machine like
this, I'd expect it to be *very* slow (and, to add insult to injury,
ISTR kqemu didn't work back then). Why not just install freenas directly
on the metal?
Other than that, I'm not sure what the issue is. I don't really recall
how this worked with OpenBSD 4.1 and the qemu included there.
