libbz2 package error

Hello ,

I need a support for bzip2 development package on OpenBSD 4.3. I have 
been trying to install ufdbguard (www.urlfilterdb.com) software and it 
needs bzip2 devel package. I have searched everywhere but could not find 
this. Also it seems be installed.

# ls -l /usr/local/lib/libbz*
-rw-r--r--  1 root  wheel  249546 Jul 16 11:08 /usr/local/lib/libbz2.a

How can i find and install this required files on OpenBSD server. Could 
you help me, please ?
