I'm not sure about all of your question but in the last week I created an MSDOS partition on a laptop hard drive using XP. The drive has a rescue partition, an NTFS XP partition, the MSDOS partition and the remainder is an uncommitted partition which I shall soon load with a new snapshot OpenBSD. I used the disk management tool in admin tools->computer mgmt on xp. Told it to make partition, then told it to format, chose FAT32. It's ready now for swapping data OBSD<->XP.
