Same reason there exist unconstitutional congressional acts/bills that allow for secret torture prisons, detention of persons without due process, complete bypassing of fouth and sixth amendments, voiding of the Posse Comitatus Act, etc. etc. ... naive voters like you are the reason we are in this shithole right now. --patrick
