scp speed ffs/fat

Transfering a file using scp into my home directory gives me this speed 
(home netword): 658.8KB/s
while copying it directly into a usb stick (fat32) gives me this: 1.5MB/s
is it normal?
This is the fstab entry of home:
/dev/sd0h /home ffs rw,nodev,nosuid,softdep 1 2
