Tom, I asked some very pointed questions at Mr. Burris presentation to the Grant Beach Neighborhood Association last night. I basically said that the statements that Mr. Wichmer is making about limited ballot language are only a smoke screen for City Council's unwillingness to make meaningful commitments about the Pension Plan. Basically, Mr. Burris admitted that once the funds from the 1% Pension Sales Tax start to flow in that they will satisfy the actuarially required contribution. This means that without a written commitment from the City to contribute from the General Fund to the Pension Plan (as a percentage of the covered payroll) that the General Fund money ($7,500,000) could be spent on other things. This is totally unacceptable. Fred

Double speak. If they believe they can pass this off as acceptable then they severely underestimate your thinking skills. I understand what Mr. Wichmer is saying but by his own logic then even a bond which is appropriated for is no different then the issue you bring up if it is all by appropriation. There is no difference in my opinion. What is it exactly that you have asked for that they are trying to use this logic on? After all, even the agreement with the police & fireman bound future city councils. If it didn't then why are they so concerned with making it solvent? They are of course because they know they are liable by the terms of the contract signed with the police & fireman. Well I better run but I would not let go of this if I were you. Greg Burris City Manager City of Springfield -----Original Message----- From: Wichmer, Dan Sent: Monday, November 17, 2008 9:21 AM To: Burris, Greg Subject: RE: Obligating Future Councils Budget is year to year. It is only good for 1 year. That is why we can't bind future councils. We cannot make fiscal commitments beyond 1 year. Even bonds are subject to annual appropriation. By the above exchange it appears that our city council & our city management along with city council have no reason to abide by the terms which have been laid out by Mr. Burris. I still don't believe this is correct since this council has obligated future councils to tax deferments, T.I.F.'s, C.I.D.'s and numerous other stipulations which carry on from council to council an cannot be changed by any action from a new council. If you cannot bind a future council in monetary terms how then can you bind a future council into giving companies tax set asides ?? -- http://votetom4council.webs.com/ http://417-political-pundit.blogspot.com/ www.moliberty.org "lite a fire for a man he'll be warm for a day, lite the man on fire and he'll be warm the rest of his life".
