Alice,
HJR 57 is much more than just a Resolution...it is a proposed
AMENDMENT to our State Constitution (which is called a "Resolution")
that will force a Constitutional line in the sand between the States
and the Federal Government.
At least 25 other States are also proceeding with this proposed
amendment.

I actually disagree with this resolution. It suggests that the
Missouri and US Constitutions allow the proposed health takeover as
they are currently written. They do not.
We simply need a resolution stating that Missouri's INTERPRETATION of
the relevant documents is that the Federal action is Unconstitutional,
therefore void, and therefore unenforceable in MO.
You have to be VERY careful with amending the Constitution--- it is a
too edged sword and quite sharp. Look at the continual confusion the
14th amendment to the US Constitution has caused with its repetition
of the Article IV Privileges and Immunities clause and no mention of
whether it means anything different. The legal doctrine for
interpreting a Constitution is that no word or phrase is read so as to
render its meaning redundant or useless. But if you add language which
IS redundant with existing provisions, it really confuses things: is
this a special case or a boundary condition? An exception? Does this
mean that the Federal government can take over any industry OTHER THAN
health care?
Bob Dixon is specifically against this resolution (and for these
precise reasons) although he is livid about the Healthcare Takeover.
Good idea, perhaps there is a better way to go about it.

A resolution is nice, but it is just a statement - the tyrants in
D.C. couldn't care less. But if we have actual law, the tyrants
will have to sit up and take notice, especially if legislation is
passed across the U.S. telling them NO.
