"The City needs an independent watchdog committee to oversee all financial items at City Hall involving taxpayer dollars", Makoski stated. "It must no longer be business as usual that is backed by special interests at City Hall". Makoski said that he would lead an effort to establish a permanent independent financial advisory board to review the City's annual operating and capital budgets, employee pension plans, and neighborhood/community improvement districts. "We need an independent watchdog committee that will not be controlled by special interest groups", Makoski stated. "We do not need political special interests picking favorites to receive taxpayer dollars. That is crony capitalism, putting Springfield taxpayers at risk of losing their hard-earned tax dollars in high-risk, insider deals." According to Makoski, Springfield taxpayers are struggling to meet their personal financial obligations, much less more sales tax issues down the pike, including storm water and transportation bond proposals next year and a potential 1-cent state sales tax on gasoline. He indicated that the current anemic economic growth puts estimates of future sales tax collections at risk and therefore, putting the City's credit rating at risk, like what has happened to Greene County, Missouri. "There are limits as to what Springfield residents can continue to absorb with increases in the city sales tax rate due to proposed new bond issues ahead," Makoski stated. "An economic downturn could put new bond issues in a default position. One only has to look at what happened to the Police/Firefighter pension fund that required a new ¾-cent sales tax to bail out the fund over ten years because of the stock market crash." A recent Wall Street Journal article stated that nineteen Federal Reserve economic forecasters had forecasted growth in 2012 to be nearly 4 percent and more than 4 percent for 2013. "This shows that even the Fed is way off on their projections with 2012 growth being only half of what they forecasted it would be and the first quarter this year will not even be close to their forecast", according to Makoski. "To put Springfield taxpayers at risk due to special interests pushing pet projects is not right." "It is time to get the City of Springfield on the right track of fiscal conservatism, instead of being sold a blue-sky bill of goods that puts Springfield taxpayers at risk," Makoski stated.
