Collections are not currently implemented, only multipoints are. You could possibly file an enhancement bug in the MITAB bugzilla and include a sample TAB dataset that includes a collection, with the corresponding MIF/MID. Note that it's likely to stay in the queue with other enhancement bugs until someone has time to add it.
