MITAB can not do shortest path routing, only read and write TAB files. I happen to be a supplier of software for routing, so please have a look at www.routeware.dk, the RW Net product. There is a free version, with limited functionality. Input are coordinates, so you need other software for turning addresses into coordinates (geocoding).
Where to get data depends upon your home country.
