So yes, I did this just last week. you can use the binary package for
visual studio 2008 32-bit.
see here: http://qt.nokia.com/downloads/windows-cpp-vs2008

If you use another version, you have to compile it yourself.
I always grab one from here:
ftp://ftp.qt.nokia.com/qt/source/
