Not yet. The outlineNetbook skin will be the most up-to-date, but it
hasn't been modified for the hot cue stuff yet, which may or may not
make it into 1.8 anyways.

I think there's some extra fields in the outlineNetbook's skin.xml for these...

I don't think there's a way to do this right now. Loops are temporary
anyways. If we get persistent loop storage one day (with multiple loop
points), then it'd definitely make sense to be able to delete loops.
