No there isn't any code in Mixxx that currently emits MIDI timecode, though
it should be an easy project to add it. If you come to our IRC channel
(#mixxx on freenode) we could give you advice and help along the way. I'd
first get Mixxx building from source if you aren't already. You can find
instructions for this on our wiki: http://mixxx.org/wiki
