My username being under three characters was the issue. The registration form was fooled because I put a period after two letters, but when I logged in it showed the user as "be" without the period at the end. I reproduced the issue with other usernames with two characters and a period. I registered a new user for myself (be.ing) and opened a bug report for DocuWiki: https://github.com/splitbrain/dokuwiki/issues/1190
