Currently, are the Ubuntu builds handled by Travis or another buildbot?
If it's Travis, running commands in a Ubuntu 17.04 Docker container is a
way to get past the limitations of Travis' Ubuntu Trusty environment.

Ubuntu. The builds for the 16.04 LTS release do not install on the latest
Ubuntu. Could we get that set up?
