I can not help with the tools mentioned above, but you may try VirtualdubMod from http://sf.net/projects/virtualdubmod, in its next planned release ( 1.5.1 , in about 2 weeks ) it will accept BMP, PNG, GIF and JPEG as input formats to make a movie from a series of pictures. The output file will be either AVI, OGM or matroska ( .mkv ) then, with uncompressed YUV frames.
With TMPEGencoder you will be able to read the AVI and the OGM ( via DirectShow input ) and convert it to MPEG1/2 in decent quality. For matroska you'll have to wait until the DShow parser has reached beta status ( right now it crashes after 10 s ;-) ) or we get matroska supported in AVISynth, so you can frameserve it to TMPEG or any other MPEG encoder that can work with AVISynth frameserver on its input.
