You _nly need  -I  USE_WidthxHeight+WidthOffset+HeightOffset  to specify the 
part you want to select and -O SIZE_WidthxHeight to select the target size.

Yes it is. Example: -I SIZE 600x400+100+50 will select an input size of 
600x400 pixels starting (upper left corner) at 100 pixel horizontally and 50 
pixels vertically.
