Look here:

And target (VCD) data rate is 1411200 - even less that your video data stream
bitrate!
So, you are making XVCD, VCD that is out of official specs. You should
multiplex it as user VCD and provide a maximum bitrate you want:
mplex -f 2 -r 1800 ...
If your streams are VBR you should pass -V flag also.
