It does affect the calculations. The quantisation of intra block's DC
coefficients is changed. Setting 10 means a 10-bit precise DC coefficient is
used, 9 9-bits and so on. I've never noticed any visible change in picture
quality - Intra coded blocks are pretty rare anyway (and large). I
strongly suspect it is just another of the many more-or-less pointless
options buried in MPEG-2 that make it so unnecessarily complex.
