mpeg2 isn't really meant for editing but I'm sure you know that ;)
I suspect you'll at least want to create closed GOPs using the
'-c' option.
The GOP size shouldn't matter but I don't know anything about
Adobe Premiere's allergies. I know that by default Apple's encoder
uses closed fixed sized GOPs with a size of 15.
To be completely safe I'd suggest trying "-c -g 15 -G 15", if you're
feeling adventuresome and have some time you might leave out the -g
and -G and see if Premiere will work with variable GOPs.
The advantage of fixed size GOPs is that you are dealing with a known
and constant unit of time (15/25 of a second for PAL). You can set
the size down to 12 and that would give you ~1/2 second resolution
without too much of a penalty in filesize.
