Have you taken a look at the source of the programm.

The two persons mentioned in the filter_smartyuv.c file, Tilmann
Bitterberg and Donald Graft. Are at least no developer of the mjpeg
tools. 
If they have used code of the mjpeg-tools they did not mention it.
