The MS Media Player is not able to play back MPEG2 movies. 

Some other programm (like DVD player SW) has to register a component
that tells the MS Media Player that it will decode the file, and hand
over the result to the MS MEdia player. 

So you can find out how to register such a component. Or use MPEG1. 

BTW: There are rumors that there is a MPEG2 player "hidden" on the
Windows XP Install CD you can also try to install.
