Mjpegtools' support for DV is minimal - limited to decoding (using
libdv).
Do you know about 'encodedv' from libdv? It can be used to encode
to DV from PGM or PPM formats.

That is 100% correct. DV is a fixed bitrate (25Mb/s) and fixed
framesize. For NTSC DV frames are 120000 bytes with 4:1:1 sampling.
For PAL DV frames are 144000 bytes with 4:2:0-PALDV chroma sampling.
No matter what the data in the 720x576 frame is it will *always* be
compressed to a 144000 byte DV frame.
What are you attempting? Create a computer generated movie and
create a DV stream to send to a camcoder?
