Most people using the mjpegtools in Windows use the mingw (http://mingw.sourceforge.net/) for compiling the mjpegtools. And not the MS Visual Studio. It should be possible to compile the tools with every C/C++ compiler but generating the Makefiles may be hard by hand. Generating the makefiles is normaly the job of the auto*-tools.
