It's being scaled.
ppm2raw -h
-n - images should be treated as NTSC
-a - scale image and maintain aspect ratio
The default is PAL and the '-a' says to scale.

Better but "wrong"? What particular attribute is "better"? I have
a *very* difficult time believing that the scaling implemented by
ppm2raw is better than y4mscaler.
You weren't using both -a to ppm2raw _and_ trying to use -O size=PAL?
I think that would scramble things a bit.
ALso, if you're going to PALDV then somewhere you're going to want to
resample the chroma to 420_PALDV...
I think Matt would be *extremely* interested in y4mscaler doing a
poorer job of scaling than the naive (simplistic) scaling that
ppm2raw is doing.
