The dectecors only warn you. Radar jammers can be very effective, but are _highly_ illegal because to 'jam' or 'scramble' the signal you must transmit on the same frequency, which is prohibited by the FCC. There are so called legal 'jammers' and 'scramblers' advertised in the back of some car mags; they do absolutely nothing, don't waste your money. A laser jammer could be legal (at least no FCC complications), but very tough to do properly since the laser beam is much more highly directional (less angular divergence) and would have to be aimed. This would require some sophisticated detection circuitry and beam steering componants, or an extremely powerful, highly divergent laser; either way would be quite expensive. Beware of any 'laser jammers' advertised.
