That's a little low, but not too bad.  However, you say that there is
visible dark smoke during acceleration.  That isn't normal.  A properly
tuned 2.0 16V won't put out any visible smoke except, maybe, when some
Honduh rips by you, and you drop it down a couple of gears and mash the
gas;-).  But, even then, there should only be a brief puff of smoke, and
then nothing visible.  I would check the full throttle enrichment micro
switch located on the throttle body.  If it was stuck on all the time, you
would have an overly rich condition at idle and part throttle.

That's a little excessive, also.  My '92 GTI 16V, which is not exactly
stock, still gets over 2K per quart of Redline 10w14, even when I beat on it
a lot (shifting at 7800-8000 RPM).  It's entirely possible that your fuel
consumption problem is contributing to the high oil consumption.  When you
have raw fuel dumped into the cylinders, you get  what's called "fuel
dilution", which means the film of engine oil that's on the cylinder walls
gets dissolved by the gasoline and burned in the combustion process.  If you
plan on keeping the car, and want to know the real condition of the motor,
have a leak down test run on it.
