I have the same issue on my '89. I posted on this a month or so ago and the responses were that it is either a bad connection in the engine bay, or a vacuum leak on the hose at the back of the cluster. If the rest of your MFA stuff is working, then it those seem to be the only possible culprits. If you figure it out, please let me know. I just have not taken the time to check this stuff yet.
