Tough break - I've often considered trying to claim damages against
VADOT but I get a feeling that they'd immediately refer you back to
your insurance policy - namely the comprehensive coverage.  The only
catch is that you'll have to pay your deductible which is often
greater than the cost of a replacement wheel.  

BTW - if your date suffered thru a night with both you AND the car,
maybe she'll take pity on you and go out with you again <g>.  See,
VWs and their silly quirks can be useful.
