I still think something is "funky" with the headlights based on your earlier comment about how the lihgts got semi brighter...
It may be relalted to the parking lihgts "eatra" wires that you refered to earlier. I have an older Golf (1985 made in PA) and the turn signal did the same thing - would work on blink but not on "park". There is a third wire near the outside of the socket that control the "park" light. It was all corroded. I modifiied a GM type spaed connector and stuffed it in there - works OK now. I could NOT find any similar connectors. Adirondak et al sez "stealer" or junkyard for that part. I'd still take off the headlight sockets and measure the voltage at each pin to make sure they are the same left and right. Make sure to do this with BOTH headlihgts disconnected - or you'll driver yerself crazy!!! (current flows though one bulb to the other). High beams/low beams are all whack. Makes me think more and = more that it is a relay issue. Found an override rigged from the = ignition for the seatbelts. The red/black wire from the ignition was = snipped and a red has replaced it, new wire runs straight to what I = assume to be starter (round thing on lower right of engine, says bosch = on it). headlight thing is normal. =20 so, only two problems left, and one of them already has a solution (buy = a new fixture).
