My friend ran a 16.5 at the drag strip with a stock 92 GTI 8V.  All he did
was strip the interior and had a cone filter on that he borrowed from a guy
that was watching.  The car was way ahead of a stock Civic Si until the end
of the 1/4 mile where the Civic passed him.  I think the Civic did a 16.0.
The tranny on my friends GTI is what I think made him do so good.
