Yes, I had to replace this same exact item on my dad's car. I ended up going
to the local dealer who had to order it. Seems like it was around $17.00 and
included both the mirror and the black plastic mounting piece behind it.
Pretty straightforward to reinstall, remove the old piece, install the new.
There are probably other mirror options available but I ran out of time to
research any of these.

The glass part in my left mirror has always been wobbly, and today as i
pulled out of the driveway it fell out and shattered into a couple hundred
peices.
So its time for a new mirror. The black plastic (i think, its really thin)
backing for the glass is still on the mirror, so its really just the glass
that fell out.
What exactly do i need to get to replace this? I checked the local
autoparts
store and they sell precut mirrors for replacement, but they didnt make any
for a '90 GTI (or any vw).
Where can i order a new peice, and about how much would it be (hopefully
not
too much).
