Did this on my old jetta.  The first thing you need to
do is check behind your B pillar to see what
arrangement the factory gave you, fixed B pillar mount
or sliding.

Once you've done that, you'll need to go to a junkyard
and scavenge the necessary B pillar trim peices,
bolts, washers plugs for the holes left by the passive
restraint bits, etc.

Then order a pair of new seatbelts and two new door
gaskets.

Then unbolt everything, wire the two brown wires
together on the drivers side upper buckle (from the
passive restraint) then install everything.
