Actually it's real easy to over tighten, so if it's designed not to, it's a bad design. If you tighten until they stop (please define this) I'll bet it'll leak. The gasket will squeeze out at the bottom of the "hump" (ask me how I know). And I was being pretty careful. The valve cover gasket bolts should be tightened down until they stop. The valve cover is designed so that the gasket cannot be overtigthened. You should be able to torque them all down with light pressure.
