I had very good luck with http://www.smogtips.com/ 
I gave them all the data I could, and my ideas, and they gave me quite a bit of 
very useful feedback. After cleaning up my exhaust leaks and putting in a 
different catalytic converter, I passed. It was certainly worth the $5.
